Usually there is a controller which turns the tree on and off, and also goes through each setting, one at a time. Press it once to turn the tree on, press again for the next setting, press again for another setting, and so forth. Pause and watch for a few seconds each time so that you can see the different light patterns. If the pattern isn't changing each time you press the button, then the controller is defective.

There's a tree in our community room that has several settings, and it is working perfectly. We can have all white steady, all white blinking, all colors steady, all colors blinking, cycling between white and colors steady, and cycling between white and colors blinking. We like it cycling between white and colors steady.
